Why some -IRE verbs add the syllable -ISC (but not with every person)

It is not exactly the same, but English has a similar phenomenon:  a-changing, a-running, a-going etc.

(See HERE)  I could not find the technical linguistic term for this phenomenon, however, its function is to indicate something that is taking place over a long(er) period of time, not just in the immediate moment.
