The charge neutrality level of surface states is the position for the Fermi level which renders the surface without a net charge. When the Fermi level is above the charge neutrality level, as shown here, the surface is negatively charged. When the Fermi level is below the charge neutrality level, the surface is positively charges, as shown in the other figure.
