A quadriga is a chariot drawn by four animals (quad); a biga is one drawn by two (bi).
"Because the roads have been built/fortified": This legend reminds the viewer that Augustus had made badly needed road repairs out of his own coffers and, further, would recall Augustus' benefactions in general.
